Please tell me can fordyce spots appear on your foreskin?

Essentially no: They appear in the coronal sulcus (groove under the glans, & can spread onto outer rim of the glans. Would be unusual if they extended to inside of foreskin. Probably not impossible, but I have never seen it. Would be happy to review photograph.
