Be careful: Seborrhea is an inflammation of the skin under the eyebrows. I would get that cleared up before tattooing. You don't want to get an infection afterward. See your doctor and get medication to treat it. Maxidex and FML (fluorometholone) ointments are good topical treatments for seborrhea around the eyes.
