Yes: Unfortunately, parents have the final say unless the minor is emancipated. Emancipating a minor laws vary from state to state and also dependent upon the condition. For instance, a teen can seek treatment for STD's or contraception in many states without parental knowledge/consent but can't consent to having their acne treated. In some states having a child emancipates you, in some states not.
