Yes, its normal: During your first pregnancy (and sometimes even during a subsequent pregnancy) your cervix may not begin to dilate until your membranes rupture and you start having contractions. This doesn't mean its not getting ready for the big day. Even though it doesn't dilate, it may become softer and thinner.
