My husband smokes e-cigarettes. are my children and i at risk for second hand smoke?

Not really: The material expelled from a e cigarette does not contain the toxic ash expelled from the regular ones. That said, e cigarettes promote the same "cool factor " myth about smoking and if kids find and eat/use the product, can result in significant toxic events.

Yes: Second hand smoke (regardless of location) has been proven to be a risk factor for lung cancer and other lung diseases. When parents smoke, their exposed children are also at risk for asthma and respiratory infections, including otitis media (ear infections). While smoking outdoors may decrease exposure, no amount of exposure should be considered safe.

Same as smoking.: The risks may be lower, but they're the same as smoking. Heart disease. Lung cancer. Emphysema. The list goes on.
