Matter of opinion: Religious requirement for Muslims & Jews. Not abusive if performed on an infant in 1st 2 -3 weeks of life when topical anesthesia is used, or general anesthesia when older & subject has phimosis (tight foreskin which is difficult to retract or can not retract).Matter of opinion if it is thought to be abusive by those who believe that our bodies should be left as nature intended.
