Is it true that a child who never gets sick doesn't really improve or strengthen his immune system?

No: There are some kids with good reserve who acquire new germs occasionally & their immune quietly recognizes them & fights them off without the process rising to the level of a recognized illness. If we test these kids blood for immunity factors at a given age, they are as high or higher than some of the sickly ones.Most kids are not that lucky.
