Basal Cell Carcinom: An ulcer on the eyelid which does not heal is malignant or cancer until proven otherwise. You should consider biopsy for sure with your local ophthalmologist or Oculoplastic surgeon. Topical antibiotics / steroids may make condition improve, however, surgical treatment best choice of basal cell carcinomas of the eye lid.
