Late puberty: In girls breast development is the first sign of true puberty. This usually occurs by age 10-11. Late development would be defined as starting after age12.

Depends: The late end of initial signs like nipple enlargement is listed as 13 with menses by 15.Those that have not reached either milestone by that age deserve a workup for pubertal delay.
