Pimples: Chlorine is an irritant rather than an allergen, but can cause pimples. More likely his pimples may be due to drooling

Pimples vs allergy: Depending upon your son's age, he may be developing pimples or acne which can frequently flare up in contact w water or chemicals. Allergy bumps are usually smaller, r transient, and dont l look like nodules which get bigger w time in case of acne. Allergy to chlorine would show in other parts of body when he showers. Try some OTC meds for acne if they persist.
