Can you tell me the conditions that are responsible for these differences in genetic frequencies?

Anything affecting stability of a population will impact gene frequencies: natural selection (genes that promote survival will increase in frequency), nonrandom mating (if mates are selected based on specific traits, related genes will become more common), migration (if people join or leave a group, gene frequencies will change), mutations (if DNA changes occur, gene frequencies will change), etc.
