Scar and makeup: After an injury that required sutures, the wound is stable enough for makeup after about 15 days. At that point, there is adequate tension across the scar to tolerate gentle manipulation (i.e. application of makeup). Furthermore, you can hide the scar with a makeup called DermaBlend which you can use until the scar has faded a bit

After wound healing: Sometimes, after stitches are removed the wound is still not healed completely. If there are scabs or any drainage, apply Bacitracin ointment or vaseline until the wound is scab-free and not "leaking." At that point, it should be fine to apply makeup. Use sunscreen on any fresh scars to keep them from darkening for the first 6 months and massage with cocoa butter or Mederma to improve the scar.
