Not much more...: 2 times would be the maximum in my practice unless there were some special circumstance. You need to consider surgery to address the meniscus tear.

Water on the knee: The liquid on your knee, synovial fluid, is produced by the knee in response to irritation, in your case the torn meniscus. Draining the fluid is only temporary as it will recur as long as you have the meniscus tear. There is no "safe" number, every time you drain the knee there is a small risk for infection. Treating the meniscus tear is the way to treat the problem.
