Folliculitis : No it does not sound like it is herpes. What you are describing is a type of skin infection called folliculitis. It arises when the hair follicles become inflamed and infected after shaving.

Possibly folliculitis: you may have developed an infection of your hair follicles in that area from shaving. I would see a dermatologist, general physician or gynecologist to be sure. try not to shave until you figure out what is going on.
