Clotrimazole: Clotrimazole in and of itself is an anti-fungal and not a steroid. But, some creams combine this with a steroid. The product not combined is safe for your genitals and other areas of skin infected with yeast or fungus.

No: Clotrimazole is an azole antigungal drug for fungal skin infections such as athlet's foot, jock itch, ringworm, candidiasis, pityriasis, etc. So, it's okay to use it on the penis and scrotum if you got skin fungal infection there. Of course, follow instructions and ask doc as needed.
