Yes: When checking your blood pressure, you are inflating the cuff to a high enough pressure to stop arterial blood flow to the limb. While it is inflating, you are also cutting off return circulation of the venous system, which in turn can cause the veins to bulge and become tight. This should go away after taking the blood pressure.
