Voice: Although the voice box may grow some, the deepening of the voice is more from thickening of the vocal cords. This is probably happening as he goes through puberty, although the actual change in the voice can occur rather quickly.

Yes: The vocal cords will like other organs, be affected by male hormones, which are responsible for accentuated growth and voice becoming deeper, or 'cracking' at onset of puberty. The effect of these hormones explains the enlarged adam's apple seen in early pubescent males.
