Old remedy: The formulation you described is an old formulation by Dr Kligman a dermatologist who was treating acne and pigment issues. This formulation will decrease melanin production that causes pigments to be produced the hydroquinone and to a lesser extent the steroid do this. The tretinoin is Retin-A and that will help regulate exfoliation/
