Indications: If the nerve compression is causing progressive pain, local weakness or atrophy, loss of sensation, or early urination issues, surgery would clearly be indicated. Your description however, suggests the potential for benefit from a targeted epidural steroid injection. Prior to surgery, get second opinion from spine specialist.
