4 weeks pregnant: A fluttering in the lower abdomen is not really a sensation that I have heard described by pregnant mothers. Your baby would not be moving and have no heart beat yet. I guess it's possible that you could be feeling the pulse of your umbilical cord but even that is not common. You should be getting an ultrasound soon from your OB so i would write down your question for your doctor.

Normal, but: If your dates are accurate, this is too early to feel the baby moving. There are other reasons you might feel fluttering. Good luck with your pregnancy!
