Certainly can be: That certainly could be the cause (though i'm not sure what you mean by "scarred"). If the symptoms don't resolve after stopping for a few days, i would certainly recommend seeing a physician to make sure nothing else is going on. But swelling and redness can definitely occur on the penis just like they can on any other body part that is used "excessively." good luck to you!
