See gyn: This may be a remnant of the hymen. If it is really hanging, it is better to just get it snipped off which is easily done in the office with a drop of xylocaine (lidocaine). Otherwise it may get torn during sex and bleed a bit or hurt.

Doubt a tear: Since there is no bleeding, this is not an acute, new situation. This can be a piece of tissue from the labia or from the hymen. Only an in person dxm can tell what it is. If you want it corrected/removed, it is almost always a simple procedure.
