Get many opinions: A minimum of interventions, right now, will prolong the need for a total knee replacement into her 60's. This injury will lead to early osteoarthritis before she turns 30. The best choice is clean up the meniscus as to decrease wear-n-tear on articular surfaces. Consider rehab for a year with muscular strengthening, and forego the acl recon. This option will bring her to health in less time.

It depends on growth: It is important to see a knee sports specialist. The answer depends on her potential growth that remains. Studies have shown that a 14yo girl who is 2 years in her cycle have a negligible risk of growth disturbance. In this senario, i like to get a left hand xray and determine skeletal age. This may be different from age. Along with looking at the knee xray, graft choice can then be made.
