Molluscum: It certainly could be folliculitis. If you look closely you may be able to see if there's a hair at each site. Molluscum contagiosum is a contagious viral eruption that could look like folliculitis but would tend not to be related to hair follicles. They're usually small, pink or white bumps and generally don't hurt or itch.

Folliculitis: Folliculitis will usually be more inflamed than something like molluscum. If it does't hurt or itch that does point toward more benign things. And if you shave in the genital area that would suggest something infectious. However, this should be evaluated.
