My 22 year old has pressure built up in ears and below the chin especially when she swallows and mucus no fever and cough. what could it be?

Blocked tube: This sometimes happens when up in an airplane or scuba diving. The cause of her complaint is probably a blocked eustachian tube in the ear. Have her see her family physician to make sure that is the only cause and then simple medication and a maneuver he/she will demonstrate will help relieve the blockage.
