Small eye: Possibly your child has an infection around the eye, such as a stye or conjunctivitis, which is causing the eyelid to swell (and making the eye look smaller on one side). Call your local ophthalmologist to have the child seen. In the meantime, try a warm compress for a few minutes twice a day (if the child will cooperate) to see if the swelling abates.

Needs to be seen: By a pediatric ophthalmologist. She/he will have the expertise to evaluate whether it is a swollen lid causing this appearance and if so what it's significance is.

Eye lid swelling: Eye appears smaller when the lids are swollen. Eye lids can be swollen from many causes, broadly catagorized as follows; infection, trauma, and inflammation. With your child it is probably none of these. When we sleep the blood from the lower part of the body is brought upto the head where the skin around the eye is most susceptable to swelling. This should resolve over hours.
