Pubertal changes: When boys go through pubertal changes their skin gets oily ; they can get blackheads on their nose. If they have pigmented hair they become more visible due to the changes in the skin ; may that is what you are seeing. If he really has long hair growing on his nose he should be checked out by his doctor. Either way talk to his pediatrician, there may be something he/she can do post exam/diagnosis.
