Can you explain the use of mammalian cell/tissue culture in pre-clinical testing of drugs?

Cell culture: Tissue culture is the growth of dispersed living cells in a broth suspension, rather like bacteria on an old agar plate. The reaction of the culture to various drugs is notable, but still the cells behave than in vivo so results are limited.
