Possibly allergies: Very common this time of year, depending on the child's age, he may respond to some over the counter antihistamines such as generic loratidine.

Could be allergy but: Pollen allergy unusual in baby less than 18 months old, but eczema very itchy, even in early stages with minimal skin changes. Cough most often due to viral infection but if persists could be mild asthma so see pediatrician..

Seasonal allergy: His symptoms suggest seasonal allergy like hay fever. If the symptoms are bad you can try Benadryl (diphenhydramine) allergy liquid.
