How fat?: It all depends on how fat he is and what you are going to do to help him overcome his childhood obesity. We do know that a seven year old boy's penis is naturally very small and will not change until he enters puberty. The only thing you can do now is to aggressively change the family diet and get this child to be much more active so that abdominal fat is not his problem when he enters puberty.

Probably: 7 year old boys in this situation (hidden penis) often grow out of it because as he grows and "loses fat" the normal penis will be more visible. Its the fat around the penis that needs to be addressed. If he has a healthy balanced diet, exercise options, and can rest well, the fat pad will lessen as he grows and his self confidence will increase.
