May not be blackhead: Blackheads are related to excess oil production and plugged pores. This would be highly unlikely to occur in this area. More likely, is that friction from thighs ribbing together or against clothing is causing blocked hair follicles and causing ingrown hairs or keratitis pili. Shaving aggravates this. Smooth fabrics and powder if area tends to get wet and sweaty, which causes mor friction.
