NotARiverInAfrica: You may have what's called "acanthosis nigricans." It can be caused by a lot of things, like pre-diabetes or thyroid or pituitary problems, obesity,birth control pills,etc and sometimes it's just there for no apparent reason. There's just as many treatments, but first you've got to make sure you don't have a medical problem. If that issue is cleared then a dermatologist could handle it.
