No: You can't spot reduce fat. Abdominal strengthening exercises strengthen the abdominal muscles underlying fat but do little to burn fat. The only way to lose fat is through burning more calories than you consume. This is best accomplished through moderate to vigorous cardiovascular exercise at least 3-4 times per week.
