Ask your doctor.: Peri-orbital edema can look like "bags under the eyes", and this condition can be caused by certain kidney disorders, but this isn't the only reason for baggy eyes. Your primary care doctor can run some simple tests to see if a kidney doctor is appropriate for you.

Maybe not: If the bags under the eyes are due to water retention in your whole body such as from kidney disease, water pills may be helpful. Bags under the eyes have many other causes, such as allergies, poor sleep, and normal variations. These bags will not get better from water pills otherwise.
