Only OTC: Only over-the-counter preparations of hydroquinone were banned. This was due to concerns about it being a potential carcinogen. As far as i'm aware it is still available by prescription in the us.

Safe: Depending upon the concentration of hydroquinone and whether it is compounded with other medications including retinoic acid, it may produce localized inflammation. Otherwise, in lower concentrations, it is usually safe.
