Headaches not normal: Headaches are never normal even though people always refer to "everyday normal headaches." that type of oxymoron drives me batty at times. However, if you're asking whether or not it's common to feel dizzy during headaches then, the answer is a resounding, yes. If your headaches turn out to be migraines then, the dizziness may be giving you what's known as migrainous vertigo. See headache doc.
