Have it evaluated: Then have you mother see her doctor. There are several causes of calf pain and phlebitis is one of them.

Veins: The problem may well be insufficient performance of the internal and/external veins in her legs causing painful congestion of the veins. Venous insufficiency of the legs can lead to eczema type eruptions in the lower legs. If she gets relief from elevating her legs have her see a vascular surgeon for evaluation.
