Yes: Uva rays penetrate glass and water. Both uva and uvb ray's lead to skin cancer.

Yes: Depends on the glass. Some glass screens out uv. Sunglasses are made that way.

Yes: You would need uv protection on the glass to be safe from the damaging properties of uv.
