Can a person with a tibial or a fibula stress fracture (shin splints) still walk or is almost impossible?

Depends: This would depend on the amount of pain and the severity of the shin splints. Some people with shin splints can still run, while others will really struggle to even walk. I would recommend that you see an orthopedist for evaluation/treatment if your symptoms are really severe.
