Time or lab: The hpt depends on the specific hormone being present in the urine. This in turn depends on how much hormone is in the blood and how well [or not well] the kidneys are filtering. A negative is not reliable. There are women 2 mos pregnant with negative hpt. A blood test, hcg, is completely reliable but needs ordered by your doc.

Retest in a week: How late are you? Once you are about 1-2 weeks late the pregnancy levels should be high enough for a home pregnancy test to be positive. Otherwise i agree with the other doc, you can get a blood test. It's just more expensive... Make an appointment for your doc in a week or two.
