Irritated: A hemorrhoid can be irritated with the constant diarrhea or change in bowels that may come form a lactose intolerance attack. Once the area calms down, increasing fluids, fiber, some steroid creams etc. May help treat the hemorrhoid. If big and not resolving, it may need a dr. Best wishes.

Yes: Any unusual bowel activity can aggravate hemorrhoids but constipation is worse than diarrhea (from lactose intolerance). However the effects are variable from one episode to another.
