Not allergic: Unless you are allergic to the gel or topical anesthetic used , the bumps are more likely inflammatory response to the laser injury. In hair removal, the intent is to destroy the hair follicles without harming the skin but this is difficult in dark skin people. Try some topical cortisone cream. Sometimes using a bleaching cream on the target prior to treatment may reduce the skin injury.
