Yes and no: Yes, they are bad for you because you are still taking in nicotine, and because many of the other elements in the vapor (propylene glycol, formaldehyde, unknown flavorings, colorings, additives, preservatives) are of uncertain safety. And no, it is not as bad for you in all probability as combusted tobacco products like cigarettes, cigars and pipes. They are NOT risk free, but probably less risky.
