Can a spermatocele be related to a lack of circulation to the penis?

Not usually: Spermatoceles are usually a by-product of development of the genital tract, meaning one is born with it. It may not become noticeable until the person ages. Sometimes they are cause by trauma to the sperm cord but that is generally away from the penis and in the scrotum or groin.

No, not related: A spermatocele is a cyst of a small segment of a spermatic tubukle in the epididymis and may or may not contain sperm. Blood supply to epididymis travels down the spermatic cord and originates within the abdominal cavity, a long way away from the penis.
