No: Bubbles in the urine is either due to forceful urination or could be due to protein in urine or it could be due to phosphates inherent. The absence of bubbles in the urine does not mean that there's anything wrong. If you have no bubbles in the urine, there's nothing to be worried about.

Healthy, most likely: Bubbling urine may be seen off and on in normal person, but more often, persistent, and heavier in the urine of patients with severe kidney damage such as diabetic nepohropathy or nephrotic syndrome. In patients taking televancin (an antibiotics) may make urine froathy. So, no bubbling is good usually. There is no need to be the same among 'normal' persons all the time. If in doubt, ask dr timely.
