No: This might simply be an infection such as a yeast infection, or a reaction to feminine products. But in any case, this should be seen and evaluated by her pediatrician.

Need to see a doctor: Small bumps around the vaginal opening could be completely normal, but what worries me is that you say if they are "lightly scratched" they bleed. That doesn't sound normal. The possible causes of bumps around the vaginal opening depend on whether or not you are sexually active. You would want to have the bumps tested for sexually transmitted infections such as herpes.
