Likely normal: Certainly by 37 weeks the baby's head is often in the pelvis, but that event ally varies. First time babies can engage around 36 weeks. But again not always. Sometimes the head does not engage until labor. Some things can cause the head not to come down such as a very large baby and/or small pelvis. Stay active, positive and keep your follow-ups.
