My husband just had right ingurinal hernina surgury and his testicels and penis are swollen and he feels cold wet pain in his right leg ?

Inguinal hernia: Pain and swelling are perfectly normal and will go down over the next few days. I recommend ice packs elevation and that he refrain from physical activity. The cold wet pain in his right leg could be related to nerve irritation this should resolve over the next couple of weeks. If his leg is swollen and the pain is in the calf region he might need to be checked for the possibility of blood clot.
