Skin rash: Ring worm comes to mind first but it's only a guess. A picture of the lesion may help or see a local physician to have him look at this.

Unkown: Over the computer it is tough to diagnose skin conditions, but as described, a guess would be a possible fungal infection such as "ring worm." get eval to be definitive. Good luck.
