It depends: In general, a follicle that doesn't release before day 18 is considered lower quality. However I have seen people get pregnant late in their cycles, with a late ovulation, and it turned out fine. There's no way to give you a percent chance. If you are doing fertility medications, i would trust your doctor's opinion about whether or not to continue injections if it isn't working as expected.
